David Lechuga

Lechuga is the director of The Neurobehavioral Clinic & Counseling Center in Lake Forest. His clinical work focuses on the assessment and treatment of patients with neurological impairments and complex learning disorders.

Dr. Lechuga is the neuropsychological consultant for the Los Angeles Kings, LA Football Club, and the LA Galaxy. He is past-president of the California Psychological Association, past-chair of the National Academy of Neuropsychology’s Diversity Committee, former consultant to the State Athletic Commission, and former representative from California to the APA’s Council of Representatives.

Dr. Lechuga is past-president of the Hispanic Neuropsychological Society, and current chair of the California Psychological Association’s Division of Neuropsychology. Dr. Lechuga is board certified by the American Board of Professional Psychology in clinical psychology and rehabilitation psychology. His board certification in neuropsychology is from the American Board of Professional Neuropsychology.

He is a clinical instructor (voluntary) at UCLA. Dr. Lechuga serves as an expert witness in personal injury and criminal cases.

Csilla Koppany

Csilla Koppany is a native Orange County resident. She is a full time Science “STEAM” Lead educator in La Habra City School District. Csilla graduated from University of California, Irvine with a Biological Sciences degree and continued her further education at Pepperdine University. Csilla returned to the University of California, Irvine to receive her second Master’s Degree in Education with an emphasis in Administration with Curriculum and Design.

Csilla is a seasoned educator of 22 years and has worked day in and out with the population that Western Youth Services serve. A strong believer in service to others, her philosophy is that the greatest impact we can have on the course of our lives is being actively involved in giving back.

Among her other passions, is to educate other teachers on project based teaching and serves as an adjunct professor at Fullerton College. Csilla is also a lover of the arts and is an active ballroom dancer.

Csilla joined the board of directors in 2014.

Lorry Leigh Belhumeur

Dr. Leigh Belhumeur is a licensed psychologist, serving as Chief Executive Officer at Western Youth Services for over 20 years. She received her Ph.D. and M.A. degrees from UCLA.

Under her leadership, WYS has evolved into the innovative organization that operates today. WYS annually provides integrated Mental Health Services to over 50,000 clients both directly and indirectly, with support from our collaborative partnerships.

As a seasoned community leader and fierce advocate for children, youth and families. Lorry has led the charge that reexamines mental health in the context of Adverse Childhood Experiences (ACEs) and offers solutions that not only treat the predictable negative impact of ACEs but that look upstream to prevent them from happening in the first place.

She believes that the foundation of positive mental health in children and youth is having a caring dependable adult who believes in them, helps uncover their strengths and encourages them to heal. When people are served from this perspective they become more confident and resilient. They make progress and create and lead successful lives.

Jill Dominguez

Jill Dominguez, Executive Director/President of Mary’s Path a nationally accredited Short-Term Residential Therapeutic Program facility for pregnant and parenting youth, ages 12-21 from the foster care system. Jill has 20 plus years C-level experience with a demonstrated record of success developing and managing diverse experienced teams within non-profit and for-profit companies, foundations, community-based organizations, private-sector lenders, government agencies and elected officials.

Jill has served at the national level for a Bank Community Advisory Board providing strategic guidance for the board of directors regarding governance and leadership in community-based investment. She also has served at the community level on non-profit boards. She served as Treasurer, Vice-Chair, and Chair Jill currently serves on the board for A Community of Friends a nonprofit whose mission is to end homelessness through the provision of quality permanent supportive housing for people with mental illness. She is also an active member of the California Alliance of Child and Family serving on the transitional housing and membership committee.

Sandra Renner

Mrs. Sandra “Sandy” Renner served the Anaheim City School District for 35 years as a teacher and Pupil Services Specialist. She is a Qualified Educator for ACEs Awareness Training and has extensive experience in working with children with mild to moderate disabilities.

She has presented trainings on a host of topics including Restorative Practices, Nonviolent Physical Crisis Intervention, and the Trauma Informed Educator.

Richard S. Price, II

Richard S. Price, II is a real estate and business attorney who has been practicing law in Orange County for over 40 years. He is committed to serving his community, focusing on youth services and education. He has served on the Boards of the YMCA, Boy & Girls Club of Fullerton, Rosary Academy, Servite High School and St. Juliana Parochial School. He is the former Chairman of the Board of Marshall B. Ketchum University, the former Chairman of the Orange County Law Library Foundation and the former Chairman of the Fullerton Planning Commission.

Hal J. Reisiger

Hal J. Reisiger brings over 40 years of leadership experience in private and public middle-market engineering and technology companies to the Western Youth Services board. Most recently, he served as CEO and Chairman of Cosworth Group Holdings Ltd., where he led global teams and drove strategic growth. His expertise in executive leadership, business strategy, and organizational development makes him a valuable asset to WYS.

Beyond his corporate career, Hal is deeply committed to mentorship and community service. He has been actively involved with the Saddleback Church Career Coaching & Counseling Ministry, served as a Certified Career Coach at Brandman University, and mentored professionals through CBMC Christian Business Men’s Connection. He also has board experience as a Non-Executive Director for both Cosworth Group Holdings Ltd. and Evtec Group.

Passionate about supporting vulnerable populations, Hal has been a dedicated supporter of WYS, SPIN (Serving People In Need) and Bridge Receiving Center, which provides foster care for teenagers. Now retired from full-time executive roles, he is focused on giving back through volunteerism and select board positions where his expertise can drive meaningful impact.

RJ Gregory

RJ is a 5th generation OC resident and 2nd generation WYS board member with a background in finance and real estate development.

He feels obligated to helping those less fortunate, especially children and youth. This commitment has been realized in his involvement with WYS since 2007.

Ms. Garcia is a Healthcare Financing consultant and a licensed real estate broker. She is an experienced administrator with extensive background in the areas of health and healthcare, finance, and human resources for both the public and nonprofit sector.
